The Panama Canal was a project over 400 years in the making that had several nation adding to it and ultimately was taken over and completed by the USA. The idea behind the Panama Canal was to improve shipping and thus the economies of countries that would benefit from these new more efficient maritime trade routes. While there are a few viable projects in terms of man made canals and straits(Northwest Passage, Nicaragua Canal). I am not talking about creating new canals but using the diplomatic ideas behind the canal to improve our relations with countries while also improving their quality of life.
We all know about Iran and the negotiations going on right now over their nuclear program. Most people seem to be against allowing Iran nuclear power as they see it as a way for Iran to be able to create a nuclear weapon. What if we could help Iran, hell what if years ago we stepped in and said "If you want nuclear power we can help." Yes i know Iran and the US have not been on good terms since the late seventies and our allies are against aiding them. What if we had a program that the US would get contracts from other countries to build nuclear plants for them. Despite our citizens being against it because they have no actual understanding of how nuclear power works and the dangers or lack there of associated with them. We can actually construct safe reliable plants that produce little waste and have little to no effect when managed correctly on the environment around them.
The idea is that a nation that wants nuclear power negotiates with the US government alongside a civilian contractor to build a plant in that country. My outline of the basic rules would be that the land set aside for the site of the plant as well as the facility to handle and dispose of radioactive waste would be made US soil for the duration of the contract. The agreement between the two countries would then be made into a contract for a US company in conjunction with the US Army Corps of Engineers to construct a plant within the time allotted by the contract within budget. Once the plant is constructed the US will remain at least 10 years as the holder of the territory and facilities in order to make sure workers are trained properly and the transference between ownership is done smoothly. The contract includes the fulfilment of payment and the plant would not be transferable until the entire project is paid for.
Its a simple idea that would help the nuclear industry get rolling in the US and help countries that need the energy get it faster then they would under their own volition. It also show that the US i willing to help other nation with actual problems other than just throwing aid at them and hoping their problems fix themselves. Its hard to chant death to America when we built the plant thats powering you AC.
